"What is the situation with incontinence pads?"

After my mothers stroke I have received several differing versions of how and if you are eligible to get incontinence pads for a 90 year old woman who has had a stroke.
Version 1 from the hospital - the district nurse will organise these.
Version 2 from the district nurses by phone - you have to be assessed by measuring what goes in and what comes out by weighing an incontinence pad.
Version 3 by another district nurse you are not eligible as she doesn't drink enough but should drink more or she will get dehydrated
Version 4 from the chemist I bought the pads from - lie everybody does
Version 5 from another district nurse I have put these on prescription at the chemist
Version 6 from the chemist - no-one can get these even terminally ill patients if they give them to one they will have to give them to everyone.
At the moment I am buying these. I think this is a complete shambles does anyone know what the situation is with these?
