"Hygiene issues"

I recently attended an oncology clinic, part of this means a blood sample being taken each visit. On my most recent visit I noticed the tourniquet being used was blood stained and to be honest the hand hygiene wasn't great either. If non-disposable equipment is being used then it should at least be clean. Oncology patients often have poor immunity and so I would expect rigourous infection control procedures to be in place.
