"Appointment cancelled by service"

About: Telford referral and quality service (TRAQS)

(as a service user),

Doctors appointment in February

Referral appointment June (cancelled, not by me)

Alternative appointment September

Under the NHS constitution, it is my understanding that the right to start consultant-led treatment within 18 week from the referral. So why am I being asked to wait 28 weeks? Isn’t how long you’ve already been waiting taken into account when re-booking appointments?
