"appointments keep being cancelled"

absolutely fed up to the back teeth with this department I was due an appointment last December which was cancelled and waited for a new one which didn't arrive I had to ring myself to remind them I needed another which I then received and low and behold they have just cancelled that one too now bearing in mind I'm supposed to be seen to every nine months and it has now been over 18 months I now feel this to be detrimental to my eye sight surely this can not be right and reading previous reviews it seems to be the norm so it leaves me no option but to now go down the complaints procedure feel totally let down
