"Lack of help in mental health crisis."

My friend has been diagnosed with borderline personality disorder but however nobody is following up on her or her treatment it would appear, Two weeks ago she took an overdose of her medication in an attempt on her life. She had tried to ring her GP (who said they'd call back but never did), tried to ring the crisis team which she couldn't reach and tried through the police who simply said they had called the crisis team and someone would get in touch. Hours passed without help and she just gave up and took the overdose. I phoned 999 and she went to Saint James Hospital A&E eventually going being moved six hours later into a ward.
All that happened was a 15 minutes talk with two psychiatric nurses and she was discharged. No help, nobody checked on her since, nobody looking after her medication or mental state, it seemed totally irrevelant that she kept talking about suicide while in hospital all she got was a pat on the back and she was told she was fine. Two weeks passed and she is depressed, has very extreme moodswings, talks about suicide alot, still received the medication she used to overdose on and nobody to help. I would do anything for her but she needs professional help, I don't know how to help and I am very scared of loosing her. I don't know what to do.
