"not answering the phone"

I am quite disgusted that there is a phone number to contact yet they dont seem to answer it.why offer contact details if there is going to be no answer.I understand they must get busy as I work in A&E myself but we still have to answer the phone?!How else can I actually contact anyone here regarding past treatment?
