"Breach of my daughter's confidentiality"

I was shocked to discover when visiting the Doctors surgery recently that the Nurse seeing my daughter had disclosed personal information about my daughter (and the fact that she didn't want her injections) to her other patients.
I only realised this when one of the other patient walked past me several times tutting and shaking her head. The nurse admitted that she had discussed my daughter and her injections to her other patient. When I became upset that she had done this she got quite aggressive and told me she was allowed to as she hadn't discussed names.
Is this correct, or am I within my rights to complain?
