Is the NHS really over-managed?

I was reading this old BBC website article about the NHS being "over-managed" and it got me to thinking about the background of our senior leaders.  

This isn't something I've really thought about before but when I listed the top 18 leaders in our Trust I reckon their backgrounds come out as follows :

Clinical   12 - mostly nurses and doctors but also other areas

General NHS non-clinical background   3 - all I think worked up from the floor e.g. medical record filing clerk

Finance 1

HR 1

Other non-NHS 1

I think this is probably fairly typical so its interesting that so many people who posted on the BBC website think the NHS is managed by other types of people - are we failing to explain things as well as we could or is my Trust unusual?

PS - I should have said that the six non-clinicians have between them about 100 years of NHS experience
