Here is a copy of the letter sent to the Parking agency explaining my situation, I am disabled and also I was on a mercy mission to help a co-worker that was in distress and a great deal of Pain. I don't expect to get away with the fine but we will see what comes back, I suspect it will just be a generic letter telling me to pay up.
Anyway here's the comments in the letter:
To whom it may concern,
On arrival at QA hospital Portsmouth I could find no emergency parking spaces at the Accident and emergency unit, so as I am a Disabled badge holder I parked in the disabled bay indicated on my attached diagram.
I had just travelled from my place of work in Gosport with a very sick young lady suffering severe stomach cramps. I am the health and safety officer for the company nationwide services group Limited in Gosport.
I am a regular visitor to the hospital as I have suffered kidney failure for the past 10 years and I am disabled having lost a half a foot on my right side, I am fully aware that I should have purchased a ticket from the P&D machine, however with the rush and emergency I did not.
Whilst on the way to the Hospital my patient asked me how much longer would it be before we got there, I said it would be around 4 or 5 minutes till we arrived, I remember saying to her that I lied, it was actually 7 mins.
I actually arrived at the Hospital at 11:18 by my clock in the car, which is 3 mins fast, so I arrived at the same time as the tick.
I apologise that this is not acceptable to park with out displaying a paid ticket but with these timings I could have very well have been at the ticket machine whilst getting the ticket.
Please on this occasion could I be excused from the Charge?
