"Short staffed maternity ward"

I don't think there are enough midwives to give good care. They try their best, but have too many patients to care for. 

In my experience the whole maternity unit was short staffed and very disorganised. I think the maternity wards and the whole hospital is too small and understaffed to cope with the amount of patients.
