"I feel extremely let down"

About: Borders General Hospital / Borders Urgent Care Centre

(as a parent/guardian),

My 3 year old son developed a temperature, full body rash, loss of appetite and was generally unwell. I contacted out of hours and was referred to our local health board BECS. By the time I received a call from them 3 and a half hours had elapsed. My son was exhausted and on speaking with the clinician she said it sounded like scarlet fever. As we live half an hours drive from BECS the clinician agreed that given it was now early evening and in his state it wasn't worth bringing him over for one dose of an antibiotic when I could put him to bed and call GP in the morning. She reassured me that if he deteriorated to call them straight back and bring him over. 

Later in the evening he woke up drenched in sweat and vomited 4x in quick succession. I called BECS back as per instruction and was told to go back through 111 as they didn't have his record anymore. I said there was a 2 hour wait for a call handler and the response was that they couldn't change that. I asked if I could at least speak to someone for advice and was again told to call 111. It was late evening by this time so I decided to keep my son home. My GP opened at 8am and I was told to bring him straight in, he has scarlet fever and strep. 

I appreciate the out of hours service is incredibly busy however I feel there should be a dedicated option for under 5s. I also feel extremely let down by BECS as I felt reassured that if he deteriorated I'd be able to take him directly to them only to find this isn't the case - why was I told that?? 

I seriously considered taking him to A&E and imagine a lot of others would have leading to a strain on their service which I thought 111 and BECS were designed to avoid that?!
