"No room at Inn Jessop, Sheffield"

My niece is a Spanish citizen who has spent most of her adult life in Trinidad because of a fractious relationship between her parents. Because of an abusive relationship, she has had to leave her adopted country and return to the country of her birth in order to rebuild her life. She arrived here in-transit to Spain, and after identifying a course that she wants to do, and enrolling on an ICT access course, decided to start rebuilding her life in England.

We enrolled at the GP and in due course she was referred to the midwife at the hospital a few weeks later. At the hospital - just before her appointment - she was called into a little room and quizzed about her stay and its purpose. She was then informed that she did not qualify for free treatment because she had a 'pre-existing' condition. Is this permissible?

She is now too heavy to go back, or forth, and too 'skint' to pay £1700+ to deliver the baby! Could someone please offer some help/advice? Baby is due anytime now and she is literally in the creek and without a paddle.
