"Appointment rescheduled at the last moment twice"

My first appointment was rescheduled at the last moment. I was seen week later but they didn't have my scan results and I was adwice to come back. The next appointment was cancelled again 20 minutes before. I've got concerns how referral letters are vetted if consult don't request missing documents before appointment. I am wondering whether consultants would treat private patients the same way.
