"A&E must be disbanded and formed again under..."

I have had appalling experience in A&E with my 7 years old daughter. We had to spend more than 4 hours waiting for the doctor to call us in. Apparently, 4 other people in front of us just left, as when they call their names they were not in waiting area. I can't just imagine how being second in the queue to be seen could take more than 4 hours. Once in half an hour doctor popped out of the door to call another name, when no one responded they were back in just not to be seen for another half an hour. I now realise how great A&E in London. With that massive queues they just process people as hard as they can, here they just wait for you to surrender and leave home.
