"Registering with a GP practice"

I was asked by a friend if I could register him at our local Gp practice, Aintree park group practice. I said of course no problem. Having worked in a GP practice for over 15 years I was aware of how to register. On arriving to the surgery and asking for registration forms I was asked to provided proof of address! I asked why this is and was told that this was practice policy yet I think this is in violation of human rights asked. I did ask again to be sure that this is policy of there practice and was told that they have done this all the time. I also informed them of my experience and that I had been made aware that this was not the case anymore but they continued to say it was there practice policy. I find the upsetting that people who are trying to engage with health care for help before before reaching the medical carers are challenged with this question. Why aren't all GP services following the same guidelines that you are providing?
