"At home care for the elderly by Distrct Nurse"

In Feb 2016 my mother (who is 86) had a bad fall at home at cut her leg. Treated in hospital and referred to District Nursing Team for change of dressings etc, it was 4 days before the finally came after many phone calls by myself and it her family members, treatment promised was sporadic to say the least. She was discharged from a hospital stay in June 2016 and subjected to the same appalling service, despite assistance from the doctors receptionist and constant calls from me, promises of visits have not kept....Is the unacceptable treatment of the elderly trying to remain independent can expect?
