"Parking fine following collection of patient"

My mother in law was admitted to A&E following an epileptic seizure on 07/05/2016 and received excellent care whilst at the hospital. I was contacted to advise that she was being discharged and arrived at the hospital with my young daughter at 21:13 and parked in the collection bay expecting this to be long enough for the pickup. The hospital staff, when I arrived were finishing off their discharge notice, however this took a little longer than expected. When walking my mother in law to the car, my 4 year old daughter, advised she needed the toilet so I had to rush back in with her to avoid any accidents. The delay with the discharge and the unavoidable toilet stop meant that I was 14 minutes over the 20

Minutes allocation. I find the parking charge received harsh considering the circumstances and already stressful situation. I could not let my daughter soil herself so that I could move my car to another space! I would also like to point out that this incident was the 7th May. The fine states that the date issued was the 12th of May and I did not receive the fine through my door until the 23rd may. For a fine to be upheld this must be advised within 14 days - for me not to receive this notice until the 23rd, it appears that t are hoping to obtain the higher value fine by delaying the letters to individuals as I was left with 2/3 days before the lower value fine was due. I am sure that the hospital do not approve of this practice and after receiving such good care for my mother in law, this has left a bitter taste in all our mouths. I have paid the fine to ensure that It remained at the lower value, however, I have also appealed the charge with parking eye. I do hope that this can be resolved and would appreciate contact from the relevant hospital department.
