"Difficulty getting help from crisis team"

My mother in law suffers paranoid Schizophrenia and we have been told we could contact out of hours crisis teams if there are any problems.
Last night we had a big problem - she went ballistic with my father in law and he left the house to kill himself and luckly he had a change of heart and arrived at our home very distressed and unable to cope.
We phoned the team and were told that she's not on the list so they can't do anything. My father in law is 81, she is 79, he will end up dead soon if we don't get help. The mental health team go in 5 days a week for 5 minutes to give her a tablet which she sometimes takes, of a weekend she wont take meds off family.
We have asked for help repeatedly and no one is helping because they say she has capacity and her husband is ok. We live 30 miles away and work full time and have used up all compassionate leave and annual leave. We are the only family. Can someone tell me what were supposed to do? She wont have home carers, wont go to a/e and pearsley cross say shes fine. She's not fine when she is persecuting her elderly neighbours and her husband who can't leave her and is not allowed to watch tv or use a phone in the house because she goes beserk.
