"Told to complain about my wait for an ECG"

I was at the cardiology department to have an ECG from the staff there and had to wait nearly an hour for an ECG. Eventually when i was seen to, i was told by the person who does my ECG that i can complain about my wait but gave me someone elses name to complain about. They also said that this is my right and that this is unacceptable behaviour. I did not complain but thought i was being asked to be involved in something i shouldn't. Its quite worrying.
