"Outpatient at cardiology clinic"

After waiting 4 months for an appointment which should have been within 2 months of previous one,I arrived this morning to be told that the cardiology was not there and there was no clinic...
We are talking cardiology,not ingrowing toe nails...I really do not know what to say and am seeking advice on what to do.
Appalling treatment of a tax payer,one of the ones who pay the wages...
