"Automated telephone response"

I called 9.45am.
The response was automated and so I named the department and was advised that the department was not available at the moment and that I would be transferred to the emergency number which also was not available.
I called once more and the same thing occurred again.
I just needed to speak with someone about whether it is possible to have an x-ray at the hospital as it is closer for me than travelling to Margate.
Is there a receptionist at the hospital or just an automated service?
