I had an appointment in mid December at the foot clinic at 9am - I was a bit early and parked in a blue badge space outside the entrance. My blue badge was clearly displayed and I left about 90 minutes later - imagine my surprise when I received a £60 fine in the post - I had only just got back from a trip abroad so I paid it yesterday to avoid a charge of £100 - I have appealed but I am contacting you as well to express my dismay at this treatment - incidentally there were two photographs of my car in the demand but not of my windscreen which would have shown a clearly displayed blue badge
