"Care on an elderly ward"

This is a plea to staff caring for the elderly. My relative has many physical problems and is deaf. She does not have dementia.
However I have observed staff dismissing her valid concerns, asking me (instead of her) - and during visiting time - if she needed more incontinence pads, & reeling off a list of questions to her then not waiting for the answers. All this has left her feeling upset and frustrated and she said to me "I just wish people would listen".
There are no patient names above or on the beds or doors to the bays, just bed numbers, which seems counter to providing person-centred care. The staff are not unkind, and I am sure don't mean to upset anyone, but don't seem able to put themselves in the shoes of the elderly person and imagine how she might feel.
