What could be improved

For an appointment arranged for 3.20pm in the outpatients in Appleton wing,I arrived at 3.05pm.,I waited and waited and waited,until at 4.05pm.I asked a nurse why was I waiting so long?.The reply was there was a delay of 1hour.

Why oh why can common courtesy prevail and something as simple as a messagCould that be e on the notice board tell patients waiting there is going to be a delay.

Could that be over simplifying things or not
