"Well below standard care"

My sister has recently been admitted to Stepping Hill Hospital, so I'm writing on her behalf as she is very poorly.
She was admitted with breathing problems which she has suffered from for years, asthma and COPD for years she has suffered also from nasal polyps and this makes her allergic to aspirin. Its on her notes, she also wears a wrist band.
However she was given aspirin by a nurse, fortunately my sister is very observant, mistakes have been made over the years, she told the nurse - which I fail to see why she had to do this. Had she not been alert it would have made her go into shock.
She later asked the same nurse for pain releif as she had constant pain in her back. She gave her aspirin-based meds again, and once again my sister had to tell the nurse of her mistake.
I'm constantly worried and so are her husband and family. Last night I went to see her, it being the hottest night this year. The ward was stifling. I asked the nurse for a fan. She said its now not allowed for patients to have fans but she could have a hand held one. My sister and other patients looked overcome with the heat. My sister told me the lights on the ward had been turned out all day and it's made her depressed. They did this so it would make the ward cooler.
I went out from my visit and bought her a hand held fan, in the hope it would help her feel more comfortable. If you have decided that fans are now a health risk, why can she have a hand held one? It doesn't make any sense at all.
