"Terrible discharge procedure"

Our elderly neighbour was fit for discharge at 11.00 visited on ward 1 at 15.00 told would be sent home in 2 hours, by 20.00 hours still in the the discharge lounge. What on earth is this hospital,up to ? It is alright giving good care then discharge and it is almost we've done our bit go away doesn't matter what happens now.
