"Access to GP appointments"

Everytime I call my surgery it is engaged at 8 am and then at 2pm for half an hour. When I get through to a receptionist half an hour after this I am told all the appointments are full and to phone back again at 2, or the following day at 8. Thus starting the cycle again. This has gone on for four days before.

Surely there is a better way to access your GP. The only time this hasn't happened is during a time when patients were asked to fill in feedback forms about the surgery. I feel that access is improved for the sake of auditing, not patient care.
