"Wait to see GP"

I called the GP as my daughter was not well. I called at 8. 10am and was told that all the appointments for that day had gone and a doctor would call me back after 9am. The GP is near my children's school so I took my other children to school, then my sick daughter to the GP. I explained that my daughter's eyes were very swollen and asked if we could see the GP. The receptionist said if we waited we would see the GP soon. After half an hour we still hadn't been seen. The receptionist was very abrupt and said that no one can see the dr without a phone consultation first. I said that if that had been explained to me at first that would be fine but I was led to believe that all the appointments for that day had been taken and she had told me to wait. My daughter was visibly unwell but we had to wait an hour in total to be seen. The GP was lovely and explained that they had started a new system of offering phone consultations first before anyone comes to be seen. I hadn't been told this and received no apology from the receptionist but did from the GP
