"No hand wash available on 2 separate occasions"

I accompanied someone on two separate occasions to outpatients appointments. In the main part of the hospital by both entrance and exit doors I looked for the antibacterial hand wash which we are all advised to use and both dispensers were empty. I tried the visitors toilet and all I found was blood on the floor and no hand wash again. As we are all informed of the problems of infections being brought both in and out of hospitals I thought the situation, which happened twice was unacceptable
