The culture of management.

Medically, Stepping Hill seemed to me to be of good quality; the problem was that organisationally the hospital was extremely poor. In particular the culture of management staff was defensive and inward looking, and paid scant care to the needs of their customers.

Anything else?

I would not willingly ever use Stepping Hill again, and would not advise others to do so
