"I saw the receptionist putting the phone down on people"

I called the Widnes drop in centre because my daughter was not well. Every time I called, the phone kept being picked up and dropped with a message recording saying that no one was available. After trying continually, I gave up. On the Sunday, I then saw that my daughter's eye was looking worse so I decided to go along to the drop in centre at 7.00am the next morning. It was meant to be open then but there was no one around. When the staff did show up, I watched them standing there talking and then saw them picking up phones and putting them back down. I managed to see a nurse at 7.55am and asked if she had been busy and she said that i was her first patient. It looked like the receptionists were just putting the phone down on people. I found it very difficult to get an appointment and to even have a conversation with someone on the telephone. They did not seem to want to make appointments for patients.
