"Cancellation of appointment"

My father has a serious heart condition ,he needs an operation to live,serious right,well obviously not to this cardiology dept. We last saw our surgeon in May, the surgeon only comes to Hereford once a month from Birmingham, already I find this a bit third world. The surgeon told my father he needed 2 more tests to decide if he could have the operation, and would see him in a month. We have paid to have the tests done to speed up the whole thing as my father remember needed this operation to stay alive. Our appointment was unable to be given to us for June as it was full, then our July appointment was cancelled until August and now I have found out today that it has now been put back until September. To say we are upset and angry is just a tip of what we are feeling, I wonder if it was the doctors father, would this happen? Feeling very frustrated as I don't know what I can do to change this situation.
