"Lack of phone service"

About: Dr Gray's Hospital / Women's Services

(as the patient),

I have been calling your Gynaecology department for 3 hours now... every time I phone the line is engaged which is extremely frustrating but I understand I am not the only person trying to call.

However the one time it rings I'm left on the phone listening to the ringing tone for 2 minutes and 24 seconds before being disconnected! I call back straight away and surprise surprise... engaged.

Tell me, if I was calling to cancel an appointment who's fault would it be that it could not be cancelled? Also who is paying for my phone bill?
