"telephone answering"

I have repeatedly rang the hospital for outpatients appointments but cannot get anybody to answer apart from once when the operator then immediately cut me off after I have been kept waiting 10 mins. The Answer tape should not encourage people to stay on the line unless the call will be answered in a reasonable time. It is quicker to drive to this hospital than phone.
