"Unprofessional conduct by staff."

Three nursing staff and one cleaning lady were having a personal conversation on my arrival at dermatology dept in Cannock hospital. My letter was politely accepted and 2 staff moved on after 5 minutes. The receptionist and cleaning lady continued their conversation for at least 15 minutes. I was moved one corridor away and the cleaning lady then continued to chat to someone else. It doesn't give a good impression. How can the public believe that staff are overworked when we see this! When I asked for a feedback form at reception the lady had no idea how I should proceed.
