"Appointment Changes"

I have a condition that needs to be seen by a skin doctor every 6 months or so.Every time I book an appointment I get a letter two weeks later saying that due to" unforeseen circumstances" the appointment date has been changed.This change is only a couple of days different.Why does this happen when I am six months away from that appointment.Do circle charge the NHS for every appointment they send out? Curious.
