What could be improved

Visiting my very ill father-in-law, I was amazed at the mess of cigarette butts all around the exterior of the hospital, but especially at the Main Entrance. I was astounded that patients, some in nightwear and/or with hospital equipment like a drip, are allowed to sit at the doors and smoke. Every visitor to the hospital has to walk through and over masses of fag-ends which are strewn all over the pavement, in the flower planters, around the benches and (eventually) traipsed into the Reception/Lift area. And then, on reaching the ward, we are asked to clean our hands with a special spray in order to combat infection!!! Hasn't anybody at the Hallamshire noticed the irony here? Or indeed the stinky tab-ends at the door?
