"10 working days to process a letter !"

I have been referred by my doctor for physio, I phoned today to make an appointment and was told I should phone back in 10 working days to make the appointment.Even though the referal letter was faxed to them they were insistent that no appointment could be made until after the 10 days. Why does it take 2 weeks to process a referal letter?? I have no idea after this two weeks wait it will be before I actually get to see someone. I called the hospital complaints department and was told someone would get back to me to take the details of the problem, this could be sometime next week !!
